Peppol e-invoicing in New Zealand
How the Ministry of Business, Innovation and Employment runs Peppol in New Zealand, which format is used, and what it means for a Kiwi invoice issuer.
The Ministry of Business, Innovation and Employment (MBIE) is the Peppol Authority for New Zealand. It runs the national e-invoicing framework, which New Zealand shares with Australia. The format used on the trans-Tasman network is PINT A-NZ, which replaced the older Peppol BIS Billing 3.0 extension in 2025. Businesses are identified on the network by their NZBN. Central government agencies can receive Peppol invoices. For B2B there is no mandate: e-invoicing is voluntary. Peppol invoices are sent through an accredited access point, usually built into an accounting platform. 4invoices is not a Peppol access point. It creates invoices and lets you download them as PDF.
- MBIE is the Peppol Authority for New Zealand.
- PINT A-NZ is the format used on the Australia and New Zealand network.
- Your NZBN is your Peppol participant identifier.
- B2B e-invoicing is voluntary. A PDF invoice is still a valid way to invoice.
How it works
A business registers with an accredited Peppol access point. The access point is usually part of an accounting or e-invoicing platform. You do not run it yourself.
The business is listed on the network under its NZBN. Buyers and suppliers use that identifier to find each other.
The supplier's software creates the invoice as structured data in the PINT A-NZ format and sends it through its access point.
The buyer's access point delivers the invoice to the buyer's system. The buyer can match it against a purchase order without retyping it.
If either side is not on Peppol, the invoice is sent the usual way, as a PDF by email. IRD's GST guide notes that taxable supply information can be provided through an automated direct exchange such as Peppol, but it does not require it.

Frequently asked questions
Is Peppol e-invoicing mandatory for New Zealand businesses?
No. B2B e-invoicing is voluntary in New Zealand and no B2B mandate has been announced. Central government agencies can receive Peppol invoices. Check einvoicing.govt.nz for the current position.
Which Peppol format does New Zealand use?
New Zealand and Australia use the PINT A-NZ format. It replaced the earlier Peppol BIS Billing 3.0 extension for the two countries in 2025. Your access point provider handles the format, not you.
What happens to PDF invoices?
A PDF invoice that contains the required taxable supply information remains a normal way to invoice in New Zealand. Peppol is an additional, optional channel.
Does 4invoices send Peppol e-invoices?
No. 4invoices is not a Peppol access point and does not send or receive e-invoices. It creates invoices with GST per line, in any currency with an exchange rate, and you download them as PDF. It has a 6-month free trial without a card.
