Peppol BIS Billing 3.0 for Maltese VAT invoices

How Maltese VAT rates and cases map to Peppol tax category codes, and the errors that usually cause a rejected invoice.

Peppol BIS Billing 3.0 is the European specification that defines a structured invoice on top of EN 16931. It is generic for the whole EU, so a Maltese supplier has to map local VAT cases to the standard codes. Malta applies an 18% standard rate, reduced rates of 7% and 5%, a special 12% rate for a small number of supplies, a 0% rate and exemptions. Getting the tax category, the rate and the exemption reason consistent is what avoids validation errors. Malta does not currently require Peppol for ordinary B2B sales, so this matters mainly for public-sector buyers and voluntary use.

  • Category S is the standard-rated category and must carry the rate actually applied, for example 18%.
  • Category AA is the lower-rate category and carries the rate, for example 7% or 5%.
  • Category Z is zero-rated; E is exempt; AE is reverse charge; K is intra-EU supply; G is export outside the EU.
  • Invoice type code 380 is a commercial invoice, 381 a credit note and 389 a self-billed invoice.

How it works

Start from the EN 16931 data model: supplier, customer, lines, tax breakdown, totals and payment information. BIS 3.0 adds mandatory fields and allowed value lists.

Map each line to a tax category and rate. A category must match its rate: a 7% line uses the lower-rate category, not the standard one.

Give an exemption or reverse-charge reason where the category needs one, in words a reviewer can understand.

Use the ISO country code MT for Malta, and put the city, street and postal code in their own fields rather than one long address line.

For payment, use a valid payment means code such as 30 (credit transfer) or 58 (SEPA credit transfer) and include the IBAN. Maltese IBANs start with MT and are 31 characters long.

Frequently asked questions

What causes most rejected Peppol invoices?

The usual causes are a tax category that does not match the rate, a missing exemption reason, a wrongly formatted identifier and a missing buyer reference. Validate the file against the BIS 3.0 rules before sending.

Which code do I use for exports outside the EU?

The export category is G, with a short reason. Zero-rated is a different category, so do not use one for the other.

Is a buyer reference required?

The specification asks for a buyer reference or an order reference. Ask your customer what to put there, for example a purchase order number.

How do I show the 7% accommodation rate?

Use the lower-rate category with the percentage 7. The percentage, not a separate code, tells the buyer's system which rate applies.

Does 4invoices produce Peppol BIS 3.0 files?

No. 4invoices does not generate Peppol or other structured e-invoice files and does not connect to any network or tax authority. It creates invoices with a VAT rate per line, any currency with an exchange rate, and a PDF download. The 6-month trial is free without a card.
