Maltese e-invoicing system

Is e-invoicing mandatory in Malta?

A short, dated answer for VAT-registered businesses: what is required now, what is voluntary, and what is still to be decided.

Short answer, as of 30 September 2026: no, there is no general obligation for Maltese businesses to issue structured e-invoices or to report invoices to the tax authority in real time. Domestic B2B and B2C invoices can still be issued on paper or as PDF, as long as they meet Article 50 of the VAT Act. Public procurement uses the Peppol network and structured invoices under the EU e-invoicing directive. Malta has said it intends to move towards mandatory e-invoicing and digital reporting, and the EU sets 1 July 2030 for cross-border B2B, but no domestic date is published.

  • B2B domestic: voluntary, agreed between the parties.
  • B2G: public bodies accept structured e-invoices; ask the contracting authority for its process.
  • B2C: fiscal receipts or invoices as usual, no e-invoicing obligation.
  • Cross-border EU B2B: ViDA mandate from 1 July 2030.

How it works

Identify the kind of sale: domestic business customer, public body, consumer, or EU business customer.

For domestic and consumer sales, follow the normal invoice or fiscal receipt rules and keep records for six years.

For public bodies, check the tender or contract for invoicing instructions before your first invoice.

For EU business customers, keep issuing VAT invoices as you do now and monitor the ViDA timetable.

Re-check the Malta Tax and Customs Administration website before making any investment, because rules can change.

Frequently asked questions

Do I have to use Peppol?

Not for normal domestic sales. Peppol is the network used for structured e-invoices, mainly relevant for public-sector customers and for voluntary use.

Is there a Maltese e-invoicing portal I must register on?

We are not aware of a mandatory national portal for private-sector invoices. Malta has no central national e-invoicing platform; check official notices for any change.

Are PDF invoices still legal?

Yes for domestic sales, if they contain everything Article 50 of the VAT Act requires and are kept for the required period.

When could this change?

The EU date for cross-border B2B is 1 July 2030. Malta may introduce domestic rules earlier, but has not published a date.

Does 4invoices make me compliant with a future mandate?

No. 4invoices does not connect to the tax authority, does not issue authorised e-invoices and does not guarantee compliance with future rules. It creates invoices with a VAT rate per line, any currency with an exchange rate and a PDF download, with a 6-month free trial and no card.
