Is e-invoicing mandatory in Hong Kong?
There is no government e-invoicing or invoice-clearance system in Hong Kong that we could find.
We found no rule from the Inland Revenue Department that makes e-invoicing mandatory in Hong Kong. There is no VAT, so there is no VAT invoice clearance system either. You may issue a PDF invoice. The IRD does publish guidance on business records kept in electronic form. Status can change, so check the IRD website.
- No mandatory e-invoicing platform was found on ird.gov.hk or gov.hk.
- No sales tax, so no VAT invoice reporting.
- Electronic records can be accepted for tax purposes if they meet the IRD guidance.
- Some overseas buyers may ask for their own e-invoice format.
How it works
Issue your invoice as a PDF or on paper.
Store the copy in a readable, complete form.
Read the IRD pamphlet on electronic records.
If your buyer needs a formal e-invoice, ask them which format.
Legal framework
- Inland Revenue Ordinance (Cap. 112), section 51C — business records.
- IRD: Admissibility of Business Records Kept in Electronic Form for Tax Purposes.

Does 4invoices issue government-authorised e-invoices?
No. 4invoices creates invoices with a tax rate per line, supports any currency with an exchange rate, and downloads a PDF. It does not connect to the Inland Revenue Department, file returns or keep legally validated archives. The 6-month free trial needs no card.
Will Hong Kong introduce e-invoicing?
We cannot confirm. Check the IRD and gov.hk for updates.
