BIR EIS — Electronic Invoicing System Philippines
What the Bureau of Internal Revenue e-invoicing framework is, where it stands in 2026 and what an invoice issuer should check with the BIR.
The Bureau of Internal Revenue (BIR) is the Philippine tax authority under the Department of Finance. Its Electronic Invoicing/Receipting System (EIS) was first set up by Revenue Regulations No. 8-2022, with a pilot for a small group of large taxpayers. According to published tax-firm commentary, that pilot ran into technical difficulties. The current framework is Revenue Regulations No. 11-2025, amended by RR No. 26-2025, which rests on the CREATE MORE Act (RA 12066). RR 26-2025 extended the deadline for the first phase of mandatory structured e-invoicing to 31 December 2026. The real-time Electronic Sales Reporting System (ESRS) depends on BIR infrastructure that, per the same commentary, was not yet fully operational in 2026. Rules and technical specifications keep changing, so confirm the current text on bir.gov.ph.
- EIS started with RR 8-2022 (pilot); current rules: RR 11-2025 as amended by RR 26-2025.
- First-phase deadline for structured e-invoices: 31 December 2026.
- Groups reported as covered: e-commerce sellers, Large Taxpayers Service taxpayers, large taxpayers under the EOPT Act, and users of computerized accounting systems or invoicing software.
- ESRS (real-time sales reporting) depends on BIR readiness.
How it works
Find out whether you are in a covered group. Read RR 11-2025 and RR 26-2025 on bir.gov.ph, or ask your Revenue District Office (RDO). Coverage depends on your taxpayer classification and on the system you use to issue invoices.
Register with the BIR. You need a Taxpayer Identification Number (TIN) and a Certificate of Registration (BIR Form 2303) listing your tax types before you can issue invoices.
Check how your invoicing tool is registered. Computerized accounting systems and invoicing software are among the groups named in the rules, so ask the BIR or your accountant which permit or accreditation your setup needs.
Follow the current BIR technical specifications for structured invoices. They are published by the BIR and have been revised more than once, so do not rely on old summaries.
Keep your issued invoices and supporting documents for the retention period set by BIR rules and the National Internal Revenue Code.
Legal framework
- National Internal Revenue Code of 1997 (RA 8424), Sections 237 and 237-A.
- Revenue Regulations No. 8-2022 (Electronic Invoicing/Receipting System).
- Revenue Regulations No. 11-2025 as amended by Revenue Regulations No. 26-2025 (e-invoicing).
- CREATE MORE Act (RA 12066) and Ease of Paying Taxes Act (RA 11976).
Frequently asked questions
Is BIR e-invoicing mandatory for every business today?
No. The first phase covers specific groups and its deadline was extended to 31 December 2026 by RR 26-2025. Whether you are covered depends on your classification and how you issue invoices. Check the BIR text or ask your RDO.
What happened to the Official Receipt?
The Ease of Paying Taxes Act (RA 11976) made the Invoice the primary document for sales of both goods and services, and under RR 7-2024 a document labeled Official Receipt is not valid for input tax claims. See the dedicated page on this topic.
How is the TIN structured in the Philippines?
A TIN has 9 digits, usually shown with a 3-digit branch code as a fourth group (for example 123-456-789-000 for the head office). The BIR issues it on registration, and it belongs on invoices and tax returns.
How long should I keep invoice records?
For the period required by the National Internal Revenue Code and BIR rules. The exact period and form of storage depend on the record and on your registration, so confirm with the BIR or your accountant. 4invoices does not archive documents with legal validity.
Does 4invoices connect to BIR or send e-invoices?
No. 4invoices does not connect to the BIR, does not file returns, does not verify TINs and does not issue authorized e-invoices. If your business falls under the BIR e-invoicing rules, you need a system that meets them. It creates an invoice with a VAT rate per line, in any currency with an exchange rate, and gives you a PDF. The 6-month trial needs no card.
