E-invoicing and Peppol in Ireland
What a structured e-invoice is, how the Peppol network carries it, and why the public sector receives invoices over Peppol.
A true e-invoice is not a PDF attached to an email. It is a structured electronic document — data a computer can read and process automatically, with no re-keying. In Ireland, the channel for sending these documents is the Peppol network: an international, four-corner delivery model where your access point hands the invoice to the recipient's access point, regardless of which software each side uses. Irish public bodies already receive invoices this way, in line with the EU rules on electronic invoicing in public procurement, using the Peppol BIS format built on the EN 16931 European standard. For a supplier, the practical question is simple: can your software produce a compliant structured invoice and deliver it over Peppol? This page explains the moving parts so you can sell to the public sector and to large buyers without friction.
- A structured e-invoice is machine-readable data (XML), not a PDF or a scan.
- Peppol is a four-corner network: your access point delivers to the buyer's access point.
- Irish public bodies (B2G) receive invoices over Peppol under the EU e-invoicing rules.
- Peppol BIS is the document format, built on the EN 16931 European standard.
How it works
You start from a structured invoice, not a PDF. The software builds the invoice as data — supplier and customer details, line items, VAT per rate, totals — in a format a receiving system can read and book automatically.
That data is mapped to Peppol BIS, the standard business document built on EN 16931. The European norm defines the core fields every compliant e-invoice must carry, so the same invoice is understood across borders and across systems.
Delivery happens over the Peppol network. You connect through an access point (the 4invoices platform acts as your corner); it locates the recipient on the network and hands the document to their access point. Neither side needs the same software.
Public bodies in Ireland accept invoices this way as a matter of course, under the EU rules transposing electronic invoicing in public procurement. If you supply the State, sending a Peppol-compliant e-invoice is the path of least resistance — and increasingly an expectation.
For private buyers, Peppol works exactly the same way: large companies that already receive on the network can take your structured invoice directly into their finance system, which means faster approval and faster payment than a PDF that has to be typed in by hand.
Legal basis
- Directive 2014/55/EU on electronic invoicing in public procurement (transposed in Ireland).
- EN 16931 — the European standard defining the semantic model of the core e-invoice.
- Peppol BIS Billing and the OpenPeppol framework for four-corner delivery.
Frequently asked questions
Is a PDF invoice an e-invoice?
Not in the technical sense. A PDF is an image of an invoice that a person reads; a true e-invoice is structured data (XML) that a receiving system processes automatically. The EU rules and the Peppol network are about structured invoices, not PDFs. You can still send a PDF for human eyes, but it is the structured version that travels over Peppol.
What is the Peppol network?
Peppol is an international framework for exchanging electronic business documents using a four-corner model. You connect once through an access point; to reach any recipient, your access point delivers the document to theirs. It removes the need for point-to-point integrations and is the standard channel for public-sector e-invoicing in Ireland and across the EU.
Do I have to send e-invoices to Irish public bodies?
Public bodies in Ireland are required to be able to receive structured e-invoices under the EU rules on electronic invoicing in public procurement. In practice, sending a Peppol-compliant e-invoice is the smooth route to getting paid by the State, and many contracting authorities now expect it.
What is Peppol BIS and EN 16931?
EN 16931 is the European standard that defines the core fields and meaning of a compliant e-invoice. Peppol BIS is the specific business document specification, built on that standard, that travels over the Peppol network. Software that supports Peppol BIS produces invoices that are understood by any compliant receiver.
Do I need special software to send over Peppol?
You need software connected to a Peppol access point. With 4invoices, the platform acts as your access point: you create the invoice and it is mapped to Peppol BIS and delivered over the network. You do not have to register a separate gateway or handle the XML yourself.
