The ATO Peppol mandate for Commonwealth agencies

How the ATO, as the country's Peppol Authority, brought a B2G e-invoicing capability live across the Commonwealth from 1 July 2022 — and what suppliers, state agencies and access-point operators need to know.

The ATO as Peppol Authority for Australia

The Australian Taxation Office is the designated Peppol Authority for Australia under the OpenPeppol governance framework. Peppol Authorities are national bodies that accredit access-point operators, maintain the participant directory for their country, and publish the national profile that local senders and receivers must support. The ATO publishes the AU profile of Peppol BIS Billing 3.0, which sits on top of the European EN 16931 semantic standard with light Australian extensions — GST code conventions matching BAS reporting, ABN validation tied to the ABR, and Australian bank account fields (BSB plus account number) in the payment block. The ATO does not run an access point itself; instead it accredits commercial providers (Xero, MYOB, MessageXchange, B2BE and others) who run Peppol access points on behalf of Australian businesses. Accreditation involves technical conformance testing, governance review and ongoing audit — making the AU directory one of the most trusted in the global Peppol network.

The Commonwealth Procurement Rules and the 1 July 2022 capability

From 1 July 2022, all Commonwealth government agencies have been required to be able to receive Peppol e-invoices from their suppliers. The capability was rolled out under the Commonwealth Procurement Rules and the parallel Department of Finance e-invoicing programme, with the Department of Finance acting as the cross-agency coordinator. Each Commonwealth agency was assigned a Peppol participant identifier in the AU directory and a payment-five-day commitment — agencies must pay valid Peppol invoices under $1 million within five business days, against the more generous standard 20-day terms for paper or email invoices. This faster-payment commitment is the carrot that drives supplier adoption: e-invoicing your Commonwealth contract pays you faster. Most states and territories have followed with their own commitments, though timing and payment-window terms vary by jurisdiction.

The AU profile under EN 16931

Peppol BIS Billing 3.0 is the European semantic profile based on EN 16931, the European standard for electronic invoicing semantics. The ATO's AU profile preserves the EN 16931 semantic core unchanged — same invoice header structure, same line item shape, same totals computation — but adds Australian-specific extensions where the European model leaves room. GST code mappings tie invoice tax categories to BAS G-codes; the supplier-ABN field is enforced as mandatory with check-digit validation; payment block carries Australian BSB plus account number, the local bank-account format. Cross-border invoices between AU and EU work natively because the core semantic shape is shared — a Peppol invoice issued from Munich routes into an Australian receiver and is parsed correctly, with the GST treatment translated through the receiver's tax engine.

Access-point accreditation under the ATO

An access point is the technical gateway through which Peppol invoices enter and leave the network. The ATO accredits access points through a multi-stage process: technical conformance testing against the AU profile schematron, governance review covering business continuity and data handling, security review covering message-level encryption and access-control patterns, and an operational SLA commitment. Accredited access points appear in the ATO's published AU access point register, which is the source of truth that other Peppol Authorities consult when accepting cross-border traffic. Accreditation is renewed annually with ongoing conformance testing; an access point that fails conformance is suspended from the directory until remediation is verified.

What suppliers to the Commonwealth need to do

Practically, every Australian supplier doing business with the Commonwealth should send Peppol e-invoices. The steps: confirm your invoicing software (Xero, MYOB, QuickBooks Online, 4invoices and most other Australian platforms) supports Peppol AU profile out of the box; enable e-invoicing in the software settings, which registers your ABN as a Peppol participant in the AU directory; capture the Commonwealth agency's Peppol participant ID at supplier onboarding (the agency provides this on their procurement-rules page); flip the invoice channel from email-PDF to Peppol for that agency. The five-day payment commitment kicks in on the next invoice. Most suppliers see their first Peppol-routed payment land in their bank account within three to five business days from issue — a material working-capital improvement on the prior twenty-day standard.

State and territory adoption beyond the Commonwealth

While the 1 July 2022 capability was a Commonwealth-level commitment, all states and territories have followed with their own Peppol receive capability across most departments. New South Wales, Victoria, Queensland, Western Australia, South Australia, Tasmania, the ACT and the Northern Territory each maintain their own participant directories within the AU national directory, and most publish payment-window commitments comparable to the Commonwealth five-day standard. Local government adoption is patchier — councils have their own technology cycles, and the larger councils typically lead. The practical effect for suppliers: if you trade with any government tier in Australia, sending Peppol is almost always faster than sending PDF email, and the supplier-side cost of Peppol is essentially zero once your accounting software supports it.

Outlook: B2B mandates and the Trans-Tasman link

Australia has not committed to a B2B e-invoicing mandate to date, but the policy direction is clear. The Treasury has consulted on B2B mandates more than once since 2022, and the Single Economic Market agenda with New Zealand explicitly contemplates aligned Peppol B2B adoption across the Tasman. The EU's ViDA package (mandatory B2B e-invoicing across the EU by 2030) is widely seen as setting a global benchmark Australia is likely to converge with on a 2027-2030 horizon. The ATO's AU profile and the access-point accreditation framework are already production-ready for B2B at full national scale — the open question is policy timing, not technical readiness.

Roles in the AU Peppol ecosystem

Supplier
Sends Peppol BIS via access point
Australian business issuing tax invoices to a Commonwealth agency or B2B counterpart. Registers its ABN as a Peppol participant through its accounting software (Xero, MYOB, QuickBooks, 4invoices). No direct interaction with the ATO; the access point handles directory updates.
Access point
ATO-accredited gateway
Commercial operator accredited by the ATO. Validates outgoing XML, signs and routes through the Peppol network, and acknowledges incoming documents to the buyer's system. Renews accreditation annually; suspended if conformance testing fails.
Receiver agency
Commonwealth / state / territory
Government department receiving Peppol invoices. Holds a participant identifier in the AU directory and commits to a payment window (five business days for Commonwealth under $1 million). Processes invoices via its AP automation, not by manual data entry.
ATO (Peppol Authority)
AU governance and directory
Accredits access points, maintains the participant directory, publishes the AU profile, and coordinates with OpenPeppol and MBIE (New Zealand counterpart) on cross-border governance. Does not run an access point or operate participant accounts directly.

Frequently asked questions

Do I have to send Peppol invoices to Commonwealth agencies?

Not legally required, but strongly recommended. PDFs and emailed tax invoices are still accepted by Commonwealth agencies; however, the five-business-day payment commitment applies only to Peppol-routed invoices under $1 million. Sending Peppol shortens your DSO (days sales outstanding) materially — typically from 20 days to 3-5 days — at essentially no extra cost once your accounting software supports the channel.

How do I find a Commonwealth agency's Peppol participant identifier?

Each Commonwealth agency publishes its Peppol participant ID on its procurement-rules page. The Department of Finance also maintains a central list of agency Peppol IDs that is updated periodically. The participant ID is typically a 0151:ABN format string built from the agency's ABN — your accounting software validates it against the AU directory at the moment you save the supplier record.

Can my Xero, MYOB or QuickBooks Online subscription send Peppol?

Yes — all three platforms support Peppol BIS Billing 3.0 AU profile natively. Xero ships e-invoicing on its standard SMB plans; MYOB AccountRight and Essentials include Peppol send/receive; QuickBooks Online Australia added Peppol in 2022-23. 4invoices supports the same AU profile. You enable e-invoicing in account settings, your ABN is registered as a Peppol participant through your access-point provider, and you can immediately send and receive Peppol invoices.

What happens if a Peppol invoice is rejected by the agency?

Rejection comes as a structured Peppol message with a specific error code: invalid ABN format, missing line-item GST code, invoice number duplicated, mismatched totals, or invalid participant ID. Your access-point provider surfaces the error in your accounting software within seconds. You correct the underlying record and resend — typically same-day. The five-business-day payment window starts from the first valid receipt, not from the rejected attempts.

When will B2B e-invoicing be mandatory in Australia?

No firm date has been set as of 2025. The Treasury has consulted multiple times on B2B mandates, and the policy direction follows the EU's ViDA path (mandatory B2B e-invoicing in the EU by 2030). The technical infrastructure is fully ready — ATO accreditation, the AU profile, the access-point network and Trans-Tasman coordination with MBIE all already work at national scale. Expect a phased rollout starting in the late 2020s if Treasury moves on the policy.
